Procedures for Addressing the Council/Board Members
Public comments are received during the Oral Communications section of the agenda. No action may be taken on off-agenda items unless authorized by law. Public comments for Public Hearings will only be taken at the time of the hearing. It is requested to state your name for the record, then proceed to address the Council/Board. All speakers shall observe civility, decorum, and good behavior.
Members of the public may address the Council/Board on any agenda item before or during Council/Board's consideration of the item, and on any other matters within the Council/Board's jurisdiction by using any of the following methods:
- 1) In-Person: Complete a “Speaker Request Form” indicating the agenda item or subject matter you wish to address and submit it to the City Clerk before the item is called.

Adopt Resolution No. R-2026-60, A Resolution of the City Council of the City of Placentia, California, amending Resolution No. R-2026-04 adopting a side letter agreement amending the memorandum of understanding of the City of Placentia Police Management Association to update the uniform allowance reporting.
1.f RESOLUTION APPROVING AN AMENDMENT TO THE COMPENSATION PLAN FOR CITY OF PLACENTIA MID-MANAGEMENT AND EXECUTIVE MANAGEMENT EMPLOYEES TO UPDATE UNIFORM ALLOWANCE REPORTING
There is no budget impact to adopt the attached resolution.
It is recommended that the City Council:
Adopt Resolution No. R-2026-61, A Resolution of the City Council of the City of Placentia, California, amending Resolution No. R-2025-58 and amending the unrepresented Mid-Management And Executive Management Compensation Plan (MGT 25-27) to update the uniform allowance reporting.
1.g AMENDMENT NO. 1 TO THE MAINTENANCE SERVICES AGREEMENT WITH AXIS GENERAL CONSTRUCTION INC. FOR STORM WATER PUMP STATION MAINTENANCE
Annual Expense: $49,140
Budget: $160,400 (101-80401-6001)
It is recommended that the City Council:
- Approve Amendment No. 1 to the Maintenance Services Agreement with Axis General Construction Inc. to extend the contract term by two years and increase the contract amount by $100,737.12 for a revised cumulative not-to-exceed contract amount of $241,137.12 for the entire contract term; and
- Authorize the Acting City Administrator, and/or her designee, to approve contract change orders up to 10% of the new cumulative not-to-exceed contract amount, or $24,113.71; and
- Authorize the Acting City Administrator, and/or her designee, to execute the necessary documents in a form approved by the City Attorney.
